DEVELOPMENT OF VIZHINJAM PORT FOR IMPLEMENTATION WITH PRIVATE SECTOR PARTICIPATION, KERALA

Client: Directorate of Ports, Government of Kerala

Government of Kerala is keen to develop deep-water International Container Transhipment Terminal at Vizhinjam, Kerala, India on Public-Private Partnership basis. Directorate of Ports, on behalf of Government of Kerala, appointed L&T-RAMBØLL in association with M/s ROGGE Marine Consulting, Germany; RAMBØLL, Denmark and L&T Capital for carrying out necessary feasibility studies of Vizhinjam Port. 

The objective of the present assignment is to provide consultancy services for development of Vizhinjam Port with Private Sector Engagement. The services include techno-economic feasibility studies and providing assistance towards procurement of developer / operator.

The consultancy services consists of three phases viz.,
  • Phase I: Traffic assessment and preliminary viability including traffic studies, surveys, port planning, master planning and financial viability
  • Phase II: Detailed feasibility and project structuring including financial and economic analysis
  • Phase III - Providing technical inputs to RFP preparation, Draft Licence Agreement, assistance during Technical and Financial Closure.

DEVELOPMENT OF GREENFIELD PORT AT GANGAVARAM ON COMMERCIAL FORMAT, ANDHRA PRADESH

Client : Andhra Pradesh Industrial Infrastructure Corporation Limited, Government of Andhra Pradesh

Government of Andhra Pradesh (GoAP) is developing a greenfield port at Gangavaram near Visakhapatnam City. Andhra Pradesh Industrial Infrastructure Corporation Limited (APIIC), nominated by GoAP as the nodal agency for development of Gangavaram Port, appointed L&T-RAMBØLL in association with ROGGE Marine G.M.B.H., Germany; RAMBØLL, Denmark and L&T Capital as their consultants for development of the port on commercial format. The port is proposed to be developed as an all-weather, deep-water, multi-purpose port for handling vessels with a draught of 18 m to 20 m. Very efficient cargo handling system and cargo storage facilities are proposed to be provided at the port. The port will be connected to the national highway and railway network for efficient and quick transportation of traffic from / to the hinterland.

Phase I of the project consists of Initial Screening and Feasibility Study. Feasibility of the project is evaluated based on traffic forecast, field investigations, port planning, environmental and social assessment, project structuring related to aspects of privatisation and financial and economical viability. L&T-RAMBØLL organised Investors Meet at Visakhapatnam to factor the perception of interested investors in the Project Structuring. 

Phase II of the project consists of selection of developer through the process of inviting EoIs from investors, issuing of Request for Proposal document to short-listed bidders, evaluating bids, selecting preferred developer and signing of Draft Concession Agreement between selected bidder and GoAP. 

Phase III includes assistance to APIIC / GoAP during Technical and Financial Closure of the project.

 

 

DETAILED ENGINEERING OF BERTHS FOR GANAGAVARAM PORT DEVELOPMENT, ANDHRA PRADESH, INDIA

Owner: Gangavaram Port Limited

Gangavaram Port Limited is developing five berths viz. Coal (320 X 25 m), Iron ore (340 x 25 m), Other dry bulk (275 x 31 m), Multi purpose (285 x 31 m) and Port craft cum general cargo (240 x 17 m) on the east coast 15 Km south of Visakhapatnam, Andhra Pradesh.

L&T-RAMBØLL was appointed as EPC Contractor’s (L&T-ECC Division) Engineer.

Scope of Services provided:

  • Detailed design of berths
  • Preparation of detailed construction drawings for all components of berths with precast / in-situ superstructure elements
  • Obtaining approvals for design and drawings from Proof Check Engineer appointed by Owner
  • Preparation of As-built drawings
