COMPREHENSIVE ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT FOR DEVELOPMENT OF GREENFIELD PORT AT GANGAVARAM,

Gangavaram Port Limited The proposed Gangavaram Port will be situated in Visakhapatnam District of Andhra Pradesh, about 15 km south of the existing Visakhapatnam Port. The Gangavaram Port is proposed for independent development as an all-weather, multi-purpose, deep-water port, on a commercial format. About 85 MTPA cargo is proposed to be handled at Gangavaram Port in the Master Plan stage. In the initial stage, about 22 MTPA cargo is proposed to be handled. In the initial stage, the cargo mainly include iron ore, coal, limestone, steel products, container cargo, etc.
Government of Andhra Pradesh (GoAP) has nominated Andhra Pradesh Industrial Infrastructure Corporation Limited (APIIC) as the nodal agency to develop and implement the
greenfield port at Gangavaram. APIIC appointed L&T-RAMBØLL to carry out the services required for development of Gangavaram Port on commercial format. As part of the assignment, a Techno-Economic Feasibility Study (TEFS) was carried out. Subsequently,
Gangavaram Port Limited (GPL) a Special Purpose Company (SPC) was formed by
the selected private sector Developer. Pursuant to the procurement process, GoAP and GPL signed the Concession Agreement, State Support Agreement and Shareholders Agreements on August 7, 2003.
Parallel to the above activities, APIIC has carried out Environmental Studies. Based on the Environmental Impact Assessment (EIA) Study carried out by L&T-RAMBØLL, Andhra Pradesh Pollution Control Board (APPCB) has issued Consent for Establishment (CFE) for the project. With this background, GPL appointed L&T-RAMBØLL to provide Technical Assistance in obtaining the clearance from Ministry of Environment and Forests (MoEF).

ENVIRONMENTAL IMPACT ASSESSMENT FOR DEVELOPMENT OF MARINE TERMINAL FACILITIES FOR IMPORTING STYRENE NEAR DHERAND,

Supreme Petrochem Limited
(SPL) is setting up Marine Terminal Facilities (MTF) near Dherand Village, Maharashtra. The MTF is being proposed for import of Styrene Monomer for their chemical plant located at about 30 km from the terminal. The MTF includes jetty, tank farm and onshore pipeline from tankfarm to SPL plant location. SPL appointed L&T-RAMBØLL to
prepare a Detailed Project Report (DPR) which also included Environmental Impact Assessment inline with the requirements of
International Finance Corporation (IFC). The complete documentation including DPR, EIA Report and Risk Analysis Report was prepared by L&T-RAMBØLL. L&T-RAMBØLL also assisted SPL in obtaining environmental clearance from Ministry of Environment and Forests
(MoEF). The services provided are as follows:

COMPREHENSIVE ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT FOR PROPOSED 5.8 MGD DESALINATION PLANT NEAR
ENNORE, TAMIL NADU Client : Chennai Petroleum Corporation Limited
Chennai Petroleum Corporation Limited (CPCL) operates two refineries at Manali, Chennai (6.5 MMTPA) and Panangudi, Nagapattinam (0.5 MMTPA). CPCL has expanded its Manali refinery’s capacity by additional 3 MMTPA. Owing to the water scarcity in the Chennai region, CPCL is planning to set-up a Seawater Desalination Plant along with Intake and Outfall facility to meet the additional water requirements due to the refinery expansion. CPCL is planning to pump the treated water to their refinery through a cross-country pipeline from the project site. Initially it is planning to set-up a
5.8 MGD Desalination Plant and further augment it to 10 MGD corresponding to the increase in the Manali
refinery capacity and installation of secondary processing units.
The site identified for setting up of the desalination plant is located in the
Petrochemical Park proposed by Tamil Nadu Industrial Development Corporation
(TIDCO), east of Urnamedu Village near Ennore Port, which is about 17 km from the CPCL Manali
refinery.
CPCL appointed L&T-RAMBØLL as Consultants to carry out a Rapid Environmental Impact Assessment (REIA) followed by Comprehensive Environmental Impact Assessment (CEIA) and Risk Assessment (RA) Studies to study the impacts associated with the proposed project development.

Based on the REIA Study, CPCL obtained No Objection Certificate (NoC) from Tamil Nadu Pollution Control Board (TNPCB) and Tamil Nadu Coastal Zone Management Authority (TNCZMA).
